Changes:

- Removed is_uploaded_file() check from form.inc.php
- Turned off script time limit in attachment.php and cp_attachment.php
- Fixed some bugs with slashes and magic_quotes

Upgrading Instructions:

Upload the full package, overwriting all files except /inc/config.inc.php.
